The California State Budget must be approved by a 2/3 vote of each house of the state legislature. Then it must be signed by the Governor.
When the Governor signs a budget bill, he or she can leave it unchanged from the way it was approved by the legislature. Alternatively the Governor can reduce or eliminate any spending item in the budget bill. However he or she cannot increase spending or add new items of spending to a budget bill.
The California fiscal year runs from July 1 of one year through June 30 of the next year. We are currently in California fiscal year 2011-2012.
The California constitution requires that the legislature approve a budget for a fiscal year by the June 15 prior to the beginning of the fiscal year for which the budget is being approved. It also requires the Governor to sign the bill, with or without changes by June 30.
